It actually comes from Washington's and Jefferson's inaugural addresses. Washington was a Federalist and if he were alive today, I doubt that he would hold much respect for today's narrow libertarians and anarcho-capitalists. Jefferson was closer to that ideal, but even he eventually saw the utility in having the state do necessary intervention when it becomes an absolute necessity. Still, we've strayed quite far from this kind of foreign policy philosophy and the results have been more of a horror than a blessing.
