Leyendo la cita completa parece ser que el malentendido viene por el doble significado de la palabra "trabajo" en inglés (cuádruple en alemán); "work" y "labor".

El trabajo (labor) en personas menores de edad es algo que ha existido desde siempre a lo largo de la historia. La explotación (work) vendría siendo otra cosa, es la relación desigual en donde una parte se apropia del producto del trabajo de otra, y sólo puede existir en un modo de producción en donde esta relación está generalizada.
Esa es la línea temática de la Critica al Programa de Gotha, corregir las ambigüedades y los errores conceptuales que presentaba ese programa.
